Aydo\u011fan raporda yer alan ifadelerle \u015eehircilik Bakan\u0131 Erdo\u011fan Bayraktar\u2019\u0131n a\u00e7\u0131klamalar\u0131n\u0131n birebir \u00f6rt\u00fc\u015fmesinin kendilerini ayr\u0131ca memnun etti\u011fini ifade etti.              Aydo\u011fan, Yabanc\u0131ya M\u00fclk sat\u0131\u015f\u0131n\u0131n \u00f6n\u00fcndeki engellerin kalkmas\u0131n\u0131n sadece Alanya i\u00e7in de\u011fil \u00fclkemiz ekonomisi i\u00e7in de \u00e7ok \u00f6nemli oldu\u011funun vurguland\u0131\u011f\u0131 raporda, yabanc\u0131lara herhangi bir s\u0131n\u0131rlama getirmeyen \u0130spanya\u2019y\u0131 \u00f6rnek olarak g\u00f6sterdiklerini s\u00f6yledi.       ALTSO Ba\u015fkan\u0131, \u201c\u0130spanya\u2019da 2009 y\u0131l\u0131 gayrimenkul al\u0131m\u0131 ile yap\u0131lan do\u011frudan yat\u0131r\u0131mlar 3,6 milyar Euro dur. Bu rakam 2008 y\u0131l\u0131nda 5,3 Milyar dolar olarak ger\u00e7ekle\u015fmi\u015f. \u00dclkemizde ise 2009 y\u0131l\u0131nda bu rakam 1,8 milyar dolard\u0131r. T\u00fcrkiye ile \u0130spanya aras\u0131nda bir kar\u015f\u0131la\u015ft\u0131rma yaparsak \u00fclkemize 3 kat\u0131ndan daha az bir sermaye giri\u015fi oldu\u011funu g\u00f6r\u00fcyoruz. Oysa Akdeniz\u2019e k\u0131y\u0131s\u0131 olan \u00fclkelerin bir \u00e7o\u011fu d\u00fcnyada var olan talepten pay almak i\u00e7in yabanc\u0131ya m\u00fclk sat\u0131\u015f\u0131nda her t\u00fcrl\u00fc kolayl\u0131\u011f\u0131 g\u00f6steriyor. \u0130\u015fte biz Say\u0131n Ba\u015fbakan\u0131m\u0131z i\u00e7in haz\u0131rlad\u0131\u011f\u0131m\u0131z raporda 2010 y\u0131l\u0131nda bu g\u00f6r\u00fc\u015flere yer verdik. Bu nedenle geli\u015fmeleri yak\u0131ndan takip ediyorduk. Umar\u0131z en k\u0131sa s\u00fcrede yasa tasla\u011f\u0131 kanunla\u015f\u0131r\u201d dedi.       \u00d6te yandan ALTSO taraf\u0131ndan Ekim 2010 da Say\u0131n Ba\u015fbakan Recep Tayyip Erdo\u011fan\u2019a takdim edilmek \u00fczere \u00fczere Ba\u015fbakanl\u0131k M\u00fcste\u015far Yard\u0131mc\u0131s\u0131 Say\u0131n Kas\u0131m Davas\u2019a sunulan raporda \u015fu g\u00f6r\u00fc\u015flere yer verilmi\u015fti:       <strong><\/strong>    <strong>ALTSO TARAFINDAN 01.09.2010 TAR\u0130H\u0130NDE SUNULAN RAPOR: <\/strong><strong><\/strong><strong>    <\/strong>    \u00dclkemizde yabanc\u0131lar\u0131n m\u00fclk edinimi konusu uzun y\u0131llar g\u00fcndemde yer almamas\u0131na ra\u011fmen ancak, Avrupa Birli\u011fi\u2019ne uyum yasalar\u0131 \u00e7er\u00e7evesinde 2003 y\u0131l\u0131nda yap\u0131lan yeni yasal d\u00fczenlemenin getirdi\u011fi bir tak\u0131m kolayl\u0131klar\u0131n ard\u0131ndan dikkati \u00e7ekmeye ba\u015flam\u0131\u015f ve bu d\u00fczenlemenin yol a\u00e7t\u0131\u011f\u0131 tart\u0131\u015fmalar\u0131 Anayasa Mahkemesi\u2019nin iptal karar\u0131 ile yeniden yap\u0131lan bir yasal d\u00fczenleme izlemi\u015ftir. Asl\u0131nda 2003 y\u0131l\u0131nda yap\u0131lan de\u011fi\u015fiklik, \u00f6nceki yasal d\u00fczenlemeden \u00e7ok \u00f6nemli farklar yaratmasa da, yabanc\u0131lara m\u00fclk sat\u0131\u015f\u0131ndaki art\u0131\u015f\u0131n bu yasal d\u00fczenleme de\u011fi\u015fikli\u011fine ba\u011flanmas\u0131 neticesi konu \u00fclke g\u00fcndeminde uzun s\u00fcre yer alm\u0131\u015f ve yer yer siyasi malzeme konusu da yap\u0131lm\u0131\u015ft\u0131r. Bu d\u00f6nemde yabanc\u0131lara konut sat\u0131\u015f\u0131nda ya\u015fanan art\u0131\u015f\u0131n as\u0131l sebebi yasal kolayl\u0131klardan ziyade, T\u00fcrkiye\u2019nin Avrupa Birli\u011fine girme s\u00fcrecinde att\u0131\u011f\u0131 ciddi ad\u0131mlar ve kararl\u0131l\u0131\u011f\u0131n\u0131n bir yans\u0131mas\u0131 olarak olu\u015fan hava olmu\u015ftur.\u00a0 T\u00fcrkiye nin Avrupa Birli\u011fine tam \u00fcyeli\u011fi yolunda olu\u015fan siyasi kararl\u0131l\u0131k bir\u00e7ok Avrupa Birli\u011fi \u00fclke vatanda\u015flar\u0131n\u0131n T\u00fcrkiye\u2019ye bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 de\u011fi\u015ftirmi\u015f, gerek turizm gerek konut al\u0131m\u0131 konusunda h\u0131zl\u0131 geli\u015fmelerin ya\u015fanmas\u0131na neden olmu\u015ftur.\u00a0 \u00c7ok da planlanamayan bu s\u00fcre\u00e7 maalesef \u00e7ok sa\u011fl\u0131kl\u0131 y\u00f6netilememi\u015f ve \u00e7e\u015fitli spek\u00fclasyonlara konu edilerek baz\u0131 marjinal uygulamalar\u0131n \u00f6ne \u00e7\u0131kar\u0131lmas\u0131 sureti ile \u00e7e\u015fitli engelleyici uygulamalar\u0131n do\u011fmas\u0131na neden olmu\u015ftur.       Bu s\u00fcre\u00e7 b\u00f6lgemizde de olduk\u00e7a \u00f6nemli geli\u015fmelere sahne olmu\u015ftur. \u00dclkemizin \u00f6nemli turizm merkezlerinden birisi olan il\u00e7emiz, son y\u0131llarda sahip oldu\u011fu \u0131l\u0131man iklimi ve co\u011frafi g\u00fczellikleri sayesinde binlerce yabanc\u0131 uyruklunun s\u00fcrekli ya\u015famak i\u00e7in talep etti\u011fi bir y\u00f6re haline gelmi\u015ftir. Alanya\u2019da s\u00fcrekli olan bu talep \u00f6zellikle 2003 y\u0131l\u0131ndan sonra \u00f6nemli bir h\u0131z kazanm\u0131\u015ft\u0131r.\u00a0 Bu geli\u015fmeler b\u00f6lgemizde 2003 y\u0131l\u0131ndan sonra in\u015faat ve buna ba\u011fl\u0131 sekt\u00f6rleri canland\u0131rm\u0131\u015f ve bu alanda \u00f6nemli miktarda yat\u0131r\u0131m yap\u0131lmas\u0131na neden olmu\u015ftur. Bu geli\u015fmeler sonucunda 31.12.2003 tarihinde il\u00e7emizde yabanc\u0131lara sat\u0131\u015f\u0131 yap\u0131lan toplam 3.496 ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm bulunmaktayken, bu rakam 31.12.2009 tarihinde 13.504 artarak 17.000\u2019e ula\u015fm\u0131\u015ft\u0131r. B\u00f6lgemizde 2004 y\u0131l\u0131na kadar yabanc\u0131lara y\u00f6nelik y\u0131lda yakla\u015f\u0131k 100-150 ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm\u00fcn sat\u0131\u015f\u0131 yap\u0131lmaktayken, bu rakam sonraki y\u0131llarda y\u0131lda 2.000 \u2013 2.500 konuta ula\u015fm\u0131\u015ft\u0131r.       Artan bu talep,\u00a0 y\u00f6remizde in\u015faat sekt\u00f6r\u00fcnde b\u00fcy\u00fck bir patlama ya\u015fanmas\u0131na neden olmu\u015ftur. Bu s\u00fcre\u00e7te yabanc\u0131lara gayrimenkul sat\u0131\u015f\u0131n\u0131 d\u00fczenleyen yasan\u0131n Anayasa mahkemesi taraf\u0131ndan iptali ba\u015fta olmak \u00fczere \u00e7e\u015fitli sorunlar ya\u015fansa da, sonu\u00e7ta 2005 y\u0131l\u0131 sonunda tapu kanununun Anayasa Mahkemesi taraf\u0131ndan iptal edilen yabanc\u0131lara m\u00fclk sat\u0131\u015f\u0131n\u0131 d\u00fczenleyen 35. Maddesi yerine, yeni d\u00fczenlemeler hayata ge\u00e7mi\u015f ve sat\u0131\u015f i\u015flemlerine yeniden ba\u015flanm\u0131\u015ft\u0131r.       Bu s\u00fcre\u00e7te de ba\u015fta Danimarka olmak \u00fczere baz\u0131 \u00fclke vatanda\u015flar\u0131 i\u00e7in belirsizlik yine devam etmi\u015f, yap\u0131lan giri\u015fimler neticesi an\u0131lan \u00fclke vatanda\u015flar\u0131n\u0131n oturma izni almak sureti ile m\u00fclk edinimleri sa\u011flanm\u0131\u015ft\u0131r. Bu geli\u015fmeler \u00fczerine oturma izinleri konusundaki b\u00fcrokratik engellerin a\u015f\u0131lmas\u0131 i\u00e7in de yo\u011fun \u00e7aba g\u00f6sterilerek, s\u00f6z konusu izinlerin Alanya\u2019dan verilmesi sa\u011flanm\u0131\u015ft\u0131r.       Ge\u00e7en s\u00fcre i\u00e7inde ya\u015fanan t\u00fcm bu olumlu geli\u015fmelere ra\u011fmen sekt\u00f6rde beklenen canl\u0131l\u0131k bir t\u00fcrl\u00fc yakalanamam\u0131\u015f, b\u00f6lgemizde \u00f6zelikle son be\u015f y\u0131l i\u00e7inde olu\u015fan talebin tetikledi\u011fi arz neticesi 14.000 civar\u0131nda ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm \u00fcretimi ger\u00e7ekle\u015ftirilmi\u015ftir.       Yabanc\u0131lar\u0131n T\u00fcrkiye\u2019de m\u00fclk edinimi \u00fczerinde, 2003\u2019te Tapu Kanunu\u2019nda yap\u0131lan de\u011fi\u015fikli\u011fin, belirli \u00fclkeler a\u00e7\u0131s\u0131ndan etkili oldu\u011fu s\u00f6ylenebilir. M\u00fclk edinimini kolayla\u015ft\u0131r\u0131c\u0131 yasal d\u00fczenlemenin \u00f6zellikle \u0130ngilizler, \u0130rlandal\u0131lar, Hollandal\u0131lar, Danimarka ve Norve\u00e7liler \u00fczerinde etkili oldu\u011fu g\u00f6zlenmektedir.\u00a0 Bu \u00fclke vatanda\u015flar\u0131n\u0131n yo\u011funlukla m\u00fclk edindikleri yerler (Ege ve Akdeniz k\u0131y\u0131lar\u0131) ve edindikleri m\u00fclk tipi (ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm) g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, yasa sonras\u0131 g\u00f6zlenen bu de\u011fi\u015fimin \u00f6zellikle turizm b\u00f6lgeleri ile ilgili oldu\u011fu s\u00f6ylenebilir.       Tart\u0131\u015fmalara konu olan T\u00fcrkiye\u2019nin g\u00fcneydo\u011fusunda, \u00f6zellikle Hatay\u2019daki yabanc\u0131lara ait m\u00fclk varl\u0131\u011f\u0131nda ise ilin T\u00fcrkiye topraklar\u0131na kat\u0131lmadan \u00f6nceki \u00f6zel durumunun etkili oldu\u011fu a\u00e7\u0131kt\u0131r. Kamuoyunda yerle\u015fik bir fikir haline gelen, GAP b\u00f6lgesine y\u00f6nelik \u0130srail ilgisini ise istatistiksel veriler do\u011frulamamaktad\u0131r.       T\u00fcrkiye\u2019de yabanc\u0131lar\u0131n \u00f6zellikle k\u0131y\u0131larda m\u00fclk edinimi, Ba\u015fta \u0130spanya ve \u0130talya olmak \u00fczere G\u00fcney Avrupa \u00fclkelerinin daha \u00f6nceden ge\u00e7irdi\u011fi ve T\u00fcrkiye\u2019nin hen\u00fcz ya\u015famaya ba\u015flad\u0131\u011f\u0131 bir deneyimdir. T\u00fcrkiye\u2019de edinilmi\u015f toplam ta\u015f\u0131nmaz say\u0131s\u0131 97.421 dir. (01.09.2010) Ancak, \u00f6rne\u011fin Kuzey Avrupal\u0131lar\u0131n tatil y\u00f6relerine y\u00f6nelik g\u00f6\u00e7leri i\u00e7in bir numaral\u0131 destinasyon olan \u0130spanya\u2019da bug\u00fcn yabanc\u0131larca edinilmi\u015f m\u00fclklerin say\u0131s\u0131 2.000.000\u2019u bulmu\u015ftur. Bu rakam\u0131n parasal anlamda kar\u015f\u0131l\u0131\u011f\u0131 ise 300 -400 Milyar Euro\u2019dur. Bu veriler uyar\u0131nca T\u00fcrkiye\u2019nin yabanc\u0131lar\u0131n m\u00fclk edinimiyle ilgili olarak ge\u00e7irmekte oldu\u011fu s\u00fcrecin hen\u00fcz ba\u015f\u0131nda oldu\u011funu g\u00f6stermektedir. Yabanc\u0131 sermayenin \u00fclkeye giri\u015f bi\u00e7imlerinden biri olarak ta\u015f\u0131nmaz ediniminin art\u0131\u015f\u0131, T\u00fcrkiye\u2019nin k\u00fcresel emlak piyasalar\u0131nda yeni bir hedef b\u00f6lge olarak ortaya \u00e7\u0131kt\u0131\u011f\u0131na da i\u015faret etmektedir.       \u00dclkemizde halen yabanc\u0131 uyruklu ger\u00e7ek ki\u015filer, kar\u015f\u0131l\u0131kl\u0131 olmak ve kanun\u00ee s\u0131n\u0131rlamalara uyulmak kayd\u0131yla, T\u00fcrkiye&#8217;de i\u015fyeri veya mesken olarak kullanmak \u00fczere, uygulama imar plan\u0131 veya mevzii imar plan\u0131 i\u00e7inde bu ama\u00e7larla ayr\u0131l\u0131p tescil edilen ta\u015f\u0131nmazlar\u0131 edinebilmektedir. Bu d\u00fczenlemeler ile yabanc\u0131 uyruklular\u0131n T\u00fcrkiye\u2019de m\u00fclk edinebilmesi \u00e7e\u015fitli s\u0131n\u0131rlamalara tabi tutulmu\u015ftur. Bu s\u0131n\u0131rlamalardan en \u00f6nemlisi kar\u015f\u0131l\u0131kl\u0131l\u0131k ilkesine ili\u015fkin s\u0131n\u0131rlamad\u0131r.       Kar\u015f\u0131l\u0131kl\u0131l\u0131k ilkesi: bir \u00fclkenin; kendi vatanda\u015flar\u0131na di\u011fer \u00fclkede belirli konularda hak tan\u0131nmas\u0131 halinde; buna kar\u015f\u0131l\u0131k olmak \u00fczere, an\u0131lan di\u011fer \u00fclkenin vatanda\u015flar\u0131na benzer haklar\u0131 tan\u0131mas\u0131 olarak tan\u0131mlanmaktad\u0131r. Bu ilke hukuken veya fiilen uygulanabilir. Kar\u015f\u0131l\u0131kl\u0131l\u0131k iki \u00fclke aras\u0131ndaki ikili anla\u015fma ile hukuken sa\u011flanabilece\u011fi gibi, bir hukuki metin olmamakla birlikte fiili uygulama ile de tesis edilebilmektedir. Buna g\u00f6re siyasi kar\u015f\u0131l\u0131kl\u0131l\u0131k devletleraras\u0131 yap\u0131lan anla\u015fmalarla; yani akit devlet vatanda\u015flar\u0131n\u0131n \u00fclkelerinde ta\u015f\u0131nmaz edinme hakk\u0131n\u0131 taahh\u00fct edilmesi esas\u0131na dayanmaktad\u0131r. Kanuni Kar\u015f\u0131l\u0131kl\u0131l\u0131k ise; bir devletin mevzuat\u0131nda yabanc\u0131lara ta\u015f\u0131nmaz edinme hakk\u0131n\u0131 tan\u0131yan d\u00fczenlemelere yer vermesi ile sa\u011flan\u0131rken, fiili kar\u015f\u0131l\u0131kl\u0131l\u0131k da iki devlet aras\u0131nda herhangi bir anla\u015fma veya kanuni d\u00fczenleme olmamas\u0131na ra\u011fmen uygulama yoluyla bir devletin \u00fclkesinde yabanc\u0131lara ta\u015f\u0131nmaz edinme imk\u00e2n\u0131n\u0131n sa\u011flanmas\u0131 yoluyla ger\u00e7ekle\u015fmektedir.       Tapu Kanunu\u2019nun 35. maddesinin alt\u0131nc\u0131 f\u0131kras\u0131nda Kar\u015f\u0131l\u0131kl\u0131l\u0131k ilkesinin nas\u0131l ele al\u0131nmas\u0131 gerekti\u011fi a\u00e7\u0131k\u00e7a ortaya konmu\u015ftur. Yani kar\u015f\u0131l\u0131kl\u0131l\u0131\u011f\u0131n tespitinde hem kanunilik ve siyasilik kriterlerini birlikte ta\u015f\u0131yan hukuki kar\u015f\u0131l\u0131kl\u0131l\u0131k; hem de fiili durum esas al\u0131nacakt\u0131r. Hukuki Kar\u015f\u0131l\u0131kl\u0131l\u0131k, kanuni kar\u015f\u0131l\u0131kl\u0131l\u0131ktan daha geni\u015f ve siyasi kar\u015f\u0131l\u0131kl\u0131l\u0131\u011f\u0131 da kapsayacak \u015fekilde kullan\u0131lm\u0131\u015f ve b\u00f6ylece, hukuki kar\u015f\u0131l\u0131kl\u0131l\u0131\u011f\u0131n varl\u0131\u011f\u0131 a\u00e7\u0131s\u0131ndan siyasi yahut kanuni kar\u015f\u0131l\u0131kl\u0131l\u0131klardan birinin ger\u00e7ekle\u015fmi\u015f olmas\u0131n\u0131 yeterli g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Bu halde kar\u015f\u0131l\u0131l\u0131k ilkesinin varl\u0131\u011f\u0131 i\u00e7in di\u011fer \u00fclkenin kanunlar\u0131nda hem T\u00fcrkiye vatanda\u015flar\u0131n\u0131n ta\u015f\u0131nmaz edinebilecekleri hususu yer alacak, hem de bu kanun uygulanabiliyor olacakt\u0131r.       Yabanc\u0131lar\u0131n \u00fclkemizi konut edinimi a\u00e7\u0131s\u0131ndan \u201cikinci adresleri\u201d olarak konumland\u0131rmalar\u0131 uzun vadede y\u00fcksek getiriler sa\u011flayacakt\u0131r. Yabanc\u0131lar\u0131n \u00fclkemizi k\u0131sa s\u00fcreli i\u015f veya tatil ama\u00e7l\u0131 ziyaretlerinden sa\u011flanan gelirin yerle\u015fik olarak bulunmalar\u0131 durumunda art\u0131\u015f g\u00f6sterece\u011fi a\u00e7\u0131kt\u0131r. \u00c7evre \u00fclke konumundaki \u0130ran, Suriye ve ba\u015fta Kazakistan olmak \u00fczere T\u00fcrk\u00ee Cumhuriyetler ve y\u00fcksek yat\u0131r\u0131m potansiyeli ile Arap \u00fclkeleri n\u00fcfuslar\u0131 a\u00e7\u0131s\u0131ndan da de\u011ferlendirildi\u011finde yat\u0131r\u0131m g\u00fcc\u00fcn\u00fcn b\u00fcy\u00fckl\u00fc\u011f\u00fc g\u00f6r\u00fclmektedir. \u00d6zellikle T\u00fcrk\u00ee Cumhuriyetlerde ya\u015fayanlar\u0131n \u00fclkemiz ile k\u00fclt\u00fcrel yak\u0131nl\u0131k ve benzerlikler i\u00e7inde olmas\u0131 yat\u0131r\u0131m talebini art\u0131racakt\u0131r. Bunun yan\u0131 s\u0131ra d\u00fcnyadaki say\u0131l\u0131 sahiller ve do\u011fal g\u00fczellikleri b\u00fcnyesinde bulunduran \u00fclkemiz, gayet a\u00e7\u0131kt\u0131r ki, Arap \u00fclkelerindeki yat\u0131r\u0131mc\u0131lar i\u00e7in de olduk\u00e7a cazip bir b\u00f6lge konumundad\u0131r.       S\u00f6z konusu \u00fclkelerin vatanda\u015flar\u0131n\u0131n di\u011fer \u00fclkeler yerine co\u011frafi ve k\u00fclt\u00fcrel anlamda kendilerine daha yak\u0131n g\u00f6rd\u00fckleri T\u00fcrkiye\u2019den gayrimenkul al\u0131m\u0131 yapmalar\u0131, do\u011frudan sermaye yat\u0131r\u0131mlar\u0131n\u0131n \u00f6nemli \u00f6l\u00e7\u00fcde art\u0131\u015f g\u00f6sterece\u011fi anlam\u0131na gelmektedir.       D\u00fcnyada gayrimenkul al\u0131m\u0131 konusunda yabanc\u0131lara herhangi bir s\u0131n\u0131rlama getirmeyen \u0130spanya gibi \u00fclkeler, bir\u00e7ok yabanc\u0131 \u00fclke vatanda\u015f\u0131 taraf\u0131ndan gayrimenkul yat\u0131r\u0131m\u0131 yap\u0131lmak i\u00e7in tercih edilmektedir. \u0130spanya\u2019da 2009 y\u0131l\u0131nda gayrimenkul al\u0131m\u0131 ile yap\u0131lan do\u011frudan yat\u0131r\u0131mlar 3. 6 milyar Euro\u2019dur, bu rakam 2008 y\u0131l\u0131nda 5,3 milyar Euro olarak ger\u00e7ekle\u015fmi\u015ftir. T\u00fcrkiye\u2019de ise 2009 y\u0131l\u0131nda gayrimenkul al\u0131m\u0131 ile do\u011frudan yap\u0131lan yat\u0131r\u0131mlar 1,8 milyar dolard\u0131r. Yabanc\u0131 gayrimenkul al\u0131m\u0131 a\u00e7\u0131s\u0131ndan kar\u015f\u0131la\u015ft\u0131rma yap\u0131ld\u0131\u011f\u0131nda g\u00f6r\u00fcl\u00fcyor ki, \u0130spanya\u2019ya 3 kat fazla sermaye giri\u015fi ger\u00e7ekle\u015fmektedir.\u00a0 Son y\u0131llarda d\u00fcnyada \u201c\u0130spanya Modeli\u2019\u2019 olarak an\u0131lan bu sistemi ba\u015fta Adriyatik \u00fclkeleri olmak \u00fczere Akdeniz k\u0131y\u0131s\u0131 olan \u00fclkelerin \u00e7o\u011funlu\u011fu uygulamaya ba\u015flam\u0131\u015f ve d\u00fcnyada olu\u015fan bu talepten pay almak i\u00e7in hareket ge\u00e7mi\u015flerdir.       Daha 1970\u2019li y\u0131llarda s\u0131radan bir devlet olan \u0130spanya\u2019n\u0131n 1986 y\u0131l\u0131nda Avrupa birli\u011fine girmesiyle ivme kazanan ekonomik iyile\u015fme s\u00fcreci en b\u00fcy\u00fck meyvesini konut sekt\u00f6r\u00fcnde verdi. Bu tarihten itibaren ba\u015fta Avrupa ve G\u00fcney Amerika olmak \u00fczere bir\u00e7ok yabanc\u0131, ikinci evlerini \u0130spanya\u2019dan almaya ba\u015flam\u0131\u015flard\u0131r. \u015eu an itibariyle hem birinci ve ikinci el mortgage piyasalar\u0131ndaki hem de yabanc\u0131lara konut sat\u0131\u015f\u0131ndaki ba\u015far\u0131s\u0131yla Avrupa\u2019n\u0131n bu sistemi en iyi uygulayan \u00fclkelerinin aras\u0131nda yer alan \u0130spanya bu y\u00f6n\u00fc ile \u00fclkemize de \u00f6rnek olabilecektir. \u0130spanya\u2019n\u0131n gayrimenkul yat\u0131r\u0131mlar\u0131 sayesinde geli\u015fti\u011fine, \u00fclke ekonomisinin bu \u015fekilde ilerledi\u011fini g\u00f6z \u00f6n\u00fcne ald\u0131\u011f\u0131m\u0131z zaman, benzer bir geli\u015fmenin de, \u00f6zellikle engellerin kalkmas\u0131n\u0131n ard\u0131ndan yabanc\u0131 sermaye al\u0131mlar\u0131n\u0131n artmas\u0131yla T\u00fcrkiye\u2019de ya\u015fanabilece\u011fi d\u00fc\u015f\u00fcn\u00fclebilir. \u00dclkemizin bu alanda \u0130spanya\u2019dan \u00e7ok daha elveri\u015fli avantajlar\u0131 ve farkl\u0131l\u0131klar\u0131 bulunmaktad\u0131r. \u00dclkemizin mevcut bu potansiyelini kullanabilmemiz halinde k\u0131sa s\u00fcrede \u0130spanya\u2019n\u0131n potansiyelini yakalama ve on y\u0131ll\u0131k bir d\u00f6nemde 300-350 Milyar Euro\u2019yu bulabilecek bir gelir sa\u011flama imk\u00e2n\u0131m\u0131z bulunmaktad\u0131r.       T\u00fcm bu ko\u015fullar ve \u00f6ng\u00f6r\u00fcler g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda \u00f6zellikle konut sat\u0131\u015flar\u0131na ili\u015fkin bu do\u011frultuda bir d\u00fczenlemeye gidilmesinin gereklili\u011fi bir kez daha ortaya \u00e7\u0131kmaktad\u0131r.
