CHANGES IN THE APPLICATION FOR MOTOR VEHICLE TRADE AUTHORIZATION CERTIFICATE

As a result of our chamber’s efforts,  In the issuance of Motor Land Vehicles Trade Authorization Certificate by the circular with no:2020/3,which was sent on 24.09.2020 by T.C. Ministry of Trade, General Directorate of Domestic Trade to the Provincial Directorates, complying with the new regulations regarding the workplace license, in the event of a commitment to fulfill the appropriate instructions on July 31, 2021, it has been ensured that the process can be carried out without seeking the Workplace License requirement for issuing Authorization Certificate.
Following the enactment of the amendments in the Regulation on Opening a Business and Working Licenses on 09 June 2020, the Regulation on the Trade of Second Hand Motor Vehicles was added to the conditions sought for the issuance of a license to open a business and work license with the amendment made on 15 August 2020. Enterprises that started their operations after 9 June 2020, to open a business and work licenses related to the trade of second hand motor vehicles; The “workplace compliance certificate” showing that the enterprises that started their operations before 9 June 2020 have the relevant workplace conditions in the Regulation on Opening a Business and Working Licenses along with the business licenses for second hand motor vehicle trade. Arrangements have been made for transferring them to the Information System or delivering them to the provincial trade directorates. However, with the amendment made on September 9, 2020 in the Regulation on Opening a Business and Working Licenses, the period given to businesses was extended until July 31, 2021. In this context, with the circular numbered 2020/3 of the Ministry of Commerce published on 24.09.2020, until the end of the period  (31.07.2020) given to the enterprises with the first paragraph of the temporary article 6 of the Regulation on Opening a Business and Working Licenses, in order to prevent possible victimization of enterprises engaged in the trade of second hand motor vehicles, “by obtaining a commitment from the enterprise that it will transfer the business license and workplace compliance certificate to the Second Hand Motor Land Vehicle Trade Information System or submit it to the Provincial Directorate of Commerce within the said period” as a condition, it is provided that transactions can be made without calling and the Authorization Certificate can be issued.Our members who meet all the conditions for the Motor Land Vehicles Trade Authorization Certificate, except for the Opening a Business and Working License, will be able to apply for a Certificate of Authority if they upload the attached letter of undertaking to the Second Hand Motor Vehicle Trade Information System instead of the Workplace License. It is announced with great importance to all our members.
